About this opportunity
The Defense Logistics Agency Aviation is seeking to procure fuel cells for KC-135 aircraft through a three-year Multiple Year Contract (MYC). The specific procurement involves NSN 1560-01-530-2926FL fuel cells (Part Number 10-2455-23) with precise dimensional specifications of approximately 57 inches in length, 127 inches in width, and 52 inches in height, weighing around 65 pounds. Currently, only two qualified sources are identified: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart), which limits competitive potential. The solicitation will be issued on November 26, 2024, with responses due by January 10, 2025, and an anticipated contract award date of March 31, 2025. While technically a full and open competition, the procurement is being conducted under 10 U.S.C. 2304(C)(1), indicating limited source availability due to unique data rights and technical specifications.
The contract will be a firm-fixed-price type with a maximum contract quantity of 245 units, distributed as 55 units in the first year, 54 units in the second year, and 54 units in the third year, with delivery required on or before October 1, 2025. There is no specific set-aside designation for this procurement, and the most recent purchase was made to American Fuel Cell and Coated Fabrics Company on September 11, 2024, for 39 units. The acquisition falls under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code of 1560 for Airframe Structural Components. An ombudsman has been appointed to address potential contractor concerns during the proposal development phase, providing a communication channel for interested parties. The procurement is not being conducted as a commercial item acquisition, which further underscores the specialized nature of the fuel cell requirements.
