About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation) is conducting a pre-solicitation market research process for procuring fuel cells for F-16 aircraft. The specific item sought is a fuel cell with National Stock Number 1560-01-322-9987 and Part Number 320-4-45550-105/8161-1. The primary objectives of this pre-solicitation notice include determining potential sources capable of meeting the agency's requirements, improving small business access to acquisition information, and enhancing overall competition. Contractors interested in becoming qualified sources must submit a comprehensive qualification package, with detailed requirements outlined in the attached Manufacturing Qualification Requirements document. The government is seeking to identify potential suppliers through this notice, with interested parties allowed to demonstrate their capability to satisfy the requirement within 15 days of the notice. The pre-solicitation notice was posted on February 25, 2025, with a response deadline of March 13, 2025.

The procurement is not set aside for small businesses, and the estimated quantity is nine fuel cells to be distributed across multiple destinations, with delivery expected on or before September 30, 2026. Two potential incumbent or recommended contractors are Meggitt (CAGE 56221) and Floats & Fuel Cells Inc. (CAGE 7Z8Q5). The acquisition is subject to Free Trade Agreements and is being pursued under the authority of 10 U.S.C. 2304(C)(1), with justification that the supplies are available from only a limited number of responsible sources. Potential manufacturers should be prepared to invest approximately $50,000 in testing and evaluation costs, with complex qualification requirements including the potential need to purchase wet test fixtures from Lockheed Martin at an estimated cost of $1.2 million. The contract will fall under the NAICS category 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC category 1560 (Airframe Structural Components).
