100% SMALL BUSINESS SET ASIDE.
A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas.
This solicitation is being re-opened. There were 133 NSNs dissolved from the Set Aside Grouping (SPM7MX-12-R-0058) and added to the Unrestricted Grouping (SPM7MX-12-R-0057). The subject requirement is now for the acquisition of 276 NSNs with various item descriptions and end items in the Federal Stock Class (FSC) 4710. The 4730 FSC is primarily composed of Pipe and Tube. An Indefinite Quantity Long-Term Contract with a base year and 4 option years is anticipated. The total duration base plus option years shall not exceed 5 years. Applicable NAICS is 331210 and Small Business Size Standard is 1000. Solicitation will be full and open after exclusion of sources as a 100%set aside for small business concerns.
The solicitation will be available on Oct 19, 2012 at https://www.dibbs.bsm.dla.mil/rfp/. Hard copies are not available. Increments and delivery schedule will be noted on the RFP. FOB Destination is required. Inspection/Acceptance requirements will be noted on RFP. Mail Hardcopy Proposal and CD to the Bid Room by the Closing Date. All responsible sources may submit an offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery as described in the solicitation.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
