This notice announces the Department of Justice Bureau of Prisons' intent to solicit proposals for a firm-fixed-price construction contract to install a fixed emergency generator system at the Federal Prison Camp in Bryan, Texas. The scope of work involves providing all labor, materials and equipment to install four natural gas generator systems including associated concrete, metal fabrication, electrical power conductors and transfer switches. Proposals are due by June 25, 2023. Award will be based on technical acceptability of proposals meeting the requirements outlined in the specifications attachment to be provided with the solicitation.

This is a 100% total small business set-aside under NAICS code 238910 with a size standard of $19 million. Interested parties must be registered in the System for Award Management and have a business size that meets the applicable small business size standard. The estimated value lies between $1 million to $5 million. The solicitation posting on June 26, 2023 will provide the sole mechanism for interested parties to obtain information and submit proposals for this requirement by the Bureau of Prisons' Field Acquisition Office.

THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION.  THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS.  THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.

The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15BFA023B00000013 for the award of a firm-fixed-price construction contract for a project entitled Install Fixed Emergency Generator System located at the Federal Prison Camp Bryan, Texas.

Federal Prison Camp Bryan is a federal correctional facility located at 1100 Ursuline Avenue, Bryan, Texas 77803.  The work to be performed in association with this project includes the following scope: 

Install Fixed Emergency Generator System

The contractor shall provide all labor, materials, equipment for the Install Fixed Emergency Generator System at FPC Bryan.  The project will include the installation of a total of four (4) natural gas generator systems to include associated concrete, metal fabrication, electrical power conductors, grounding/bonding, raceways/boxes, generators, and transfer switches.  The Specifications attachment included with the solicitation will provide complete requirements for the project.  The solicitation will be posted at a later date.

Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between$1,000,000 and $5,000,000.  (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range.  It merely conveys that the estimate/budget lies somewhere within that range).  The North American Industrial Classification System (NAICS) code applicable to this requirement is with a corresponding small business size standard of $19,000,000.

The solicitation will be available approximately June 26, 2023.  The solicitation will be distributed solely through the website at www.sam.gov.  Hard copies of the solicitation will not be made available.  The website provides download instructions.

IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov.

This is a 100% total small business set-aside.  In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above).

Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information.

This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project.  The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor.  The FBOP has no privity of the contract with subcontractors.
