NASA/MSFC has a requirement for the purchase of one (1) Fourier Transform Infrared (FTIR) Microscope System. MSFC has determined that Bruker Optics, Inc. is the only vendor who can provide this item. Bruker Optics FTIR Microscope System will be integrated with the existing and installed Bruker Optic Vertex 80v Spectrometer. The Microscope utilizes the interferometer in the installed spectrometer to obtain spectra. The software that controls the Bruker FTIR Microscope is part of the same software package that controls the existing Bruker spectrometer. The software can remotely control the functionality of the FTIR spectrometer/microscope system, including switching the light source between spectrometer and microscope use.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications in writing to Harold Smith/ARCS at harold.smith-1@NASA.GOV or fax to 256-961-9604 no later than 2:00 p.m. Local time on 04/22/2015.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

NASA Clause 1852.215-84, Ombudsman, is applicable.
