1.1SCOPE OF WORK. In accordance with these specifications the Contractor shall supply all plant, labor, materials, appurtenances, equipment, shop facilities, supervision, tools, staging, scaffolding and any other items necessary to complete the herein detailed improvements to dewatering outlet pipe at Fort Lyon Levee. The Contractor shall verify all existing conditions, sizes, and quantities prior to start of work.

The work shall consist of removing/replacing existing pipe downstream of two existing pumps, up to the discharge point on the opposite side of the levee. Specific work items to be covered by this contract are listed below (see drawings in Attachment 1):

1.Preparation of Work Area
a.The Contractor shall provide and set up a temporary pump(s) to pump water from existing pump well, around construction area and outfall, into reservoir side of the levee. Pump(s) must be suitable to handle flows up to one million (1,000,000) gallons per day. Pump(s) line(s) shall be run over the levee crest, and in no case shall the levee be cut or dug in order to set/place lines.

b.Temporary Best Management Practices (BMPs) must be deployed at discharge point of temporary pump(s).

c.The Contractor shall set up scaffolding within pump well and beneath pedestrian bridge to accommodate construction work.

2.Removal of Existing Piping
a.The Contractor shall move riprap above existing pipe, and areas that will be disturbed by construction, on to adjacent levee surface. Levee embankment shall not be damaged or disturbed by riprap removal.

b.The Contractor shall excavate above buried portion of pipe to be removed. Approximate length of buried pipe is ninety five (95) feet and buried depths range from 1-2 feet. Over-excavation will not be allowed.

c.The Contractor shall remove and dispose two 12-inch check valves and 12-inch gate valves, 4-inch air vent, water meter, and all 12-14 inch pipe along with metal pipe supports downstream of existing pumps. Concrete supports shall remain in place. Approximate total length of pipe to be removed is one hundred ninety (190) feet. Pipe types are steel and plastic. Any ferrous materials removed from the site shall be recycled. Weights of all waste materials and recycled materials shall be recorded and submitted to the Government Representative.
3.Installation of New Piping
a.The Contractor shall ensure all valves, fittings, and pipe must be installed true to alignment and rigidly supported as per manufacturer's specifications.

b.The Contractor shall install new, flanged, 12-inch spring check valves immediately downstream of the two pumps' discharge points. Check valves must have a bolted bonnet for maintenance and be of the non-slam type. Verify the size and bolt pattern of tie-in on site.

c.The Contractor shall install new, flanged, 12-inch shut-off gate valves. Bolt pattern will match that of new upstream check valves.

d.The Contractor shall install a steel tee fitting and laterals to connect the two lines being pumped. Steel pipe must be used between shut off valves and flanged tee. Steel pipe must be in accordance with American Water Works Association (AWWA) M11. Steel pipe and fittings between shut off valves and flanged tee shall be Victaulic mechanically joined, or approved equal.

e.The Contractor shall ensure new steel pipe is prepared and finished to meet the following standards (factory finished fittings/valves do not receive treatment):
i.All pipe preparation and finishes shall not be completed near, adjacent to, or above any open waters at project site.
ii.Pipe surface shall be cleaned in accordance with Society for Protective Coatings Surface Preparation 10 (SSPC SP 10)
iii.A prime coat shall be applied the same day as surface cleaning.
iv.All coatings shall be of the same manufacturer and recommended for use together.
v.Coatings shall be in accordance with the table below and follow the manufacturer's recommendation for curing times between coats:

Prime Coat Intermediate Coat Top Coat
MPI 101 MPI 108 MPI 164
System Dry Film Thickness : 212 microns ; 8.5 mils

f.The Contractor shall install 14-inch by 12-inch reducer and 14-inch SDR 11 HDPE 4710 pipe immediately downstream of tee, beneath pedestrian bridge with supports (complying with industry standards and manufacturer's recommendations), and along the same alignment as existing/removed pipe through the levee. Use 22.5-degree elbows for pipe installation on the levee.

g.New buried pipe must have a minimum bury depth of 18 inches, which will require levee build up with imported fill. Over-excavation is forbidden. Fill material shall conform to the definition of satisfactory soil material as defined in AASHTO M 145, Soil Classification Group A-2-4 or A-2-5. In addition, fill material must also be free from roots and other organic matter, trash, debris, frozen materials.

h.The Contractor shall drill a 1-inch orifice at the bottom of the 14-inch HDPE pipe, 18 inches downstream of the tee. Orifice will serve as a drain port.

i.The Contractor shall install 4-inch air vent on top half of new pipe at the top of the levee, nearest to the reservoir side. Air vent shall be galvanized pipe and fittings (or approved equal), and have a gooseneck termination four feet above finished ground level. Note: Air vent riser cannot be within the levee roadway.
j. The Contractor shall install 2-inch NPT tee and Seametric IP110/210 Series Paddlewheel Flow Sensor, or approved equal, at the same location of removed water meter.
k.The Contractor shall continue 14" pipe installation beneath fill road on reservoir side and terminate at the discharge pool. Provide adequate pipe support to accommodate submersion (up to 30 feet of head) and pumping operation. Support structure(s) on reservoir side should allow for pipe to slide back and forth due to thermal expansion/contraction.

5.Return All Disturbed Areas to Original State
a.The Contractor shall hand compact (jumping jack is allowed) all pipe cover/fill to 90 percent of maximum dry density.

b.The Contractor shall place a one (1) foot layer of 4-8 inch, angular riprap, on levee above all trench-disturbed construction area. Approximate area is nine hundred (10'W x 90'L = 900) square feet, and estimated weight is approximately 50 tons.

c.The Contractor shall grade all construction area to reasonably match pre-construction conditions.
