Under the FMSS procurement, Modern Machine and Tool Company, Inc. was awarded Contract Line Item Numbers (CLIN) 0001, which includes: metrology; calibration; management of measuring and test equipment; and instrumentation systems support, and CLIN 0003 which includes: single vector system balance calibrations; cryogenic calibration loadings; cryogenic instrumentation applications; and high temperature instrumentation application services.

Under the FMSS procurement,Triumph Aerospace Systems Newport News was awarded CLIN 0002 which includes: large capacity force balance calibrations; automatic machine balance calibrations; and high capacity multi-component internal force balance designs.

Added: Mar 22, 2013 11:31 am NASA/LARC plans to issue a Request for Proposal (RFP) for FORCE MEASUREMENT SUPPORT SERVICES. The goal is to provide high quality force measurement and strain gage instrumentation for NASA programs and projects by providing services to produce, calibrate, repair and utilize these instruments in a wide range of environments (e.g. from cryogenic to high temperature ranges). The proposed contract(s) will be performance-based to include services typical of engineering design, drafting, fabrication, instrumentation, repair, statistical methods, calibration using NIST traceable standards, evaluation and estimation of existing or new force and strain measuring instruments. It is anticipated that several contract awards will be made based on Contract Line Item Numbers (CLIN). CLINS may also contain indefinite delivery indefinite quantity mechanisms to issue the work. Contract type will be cost plus fixed fee or firm fixed price depending on complexity and risk of the requirement. Depending on the CLIN, these contracts will be performed both on and offsite of NASA LaRC as needed during normal business hours (7:30 am - 4:00 pm). The contractor shall electronically interface with NASA LaRC personnel using computer codes of standard file formats (e.g. AutoCAD, PROEngineer, MS Excel, MS Word, MS Project, and Lab View and the LASIRS web-based work request entry system). In addition, other NASA Centers and Government agencies may also be supported as requested through task orders. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 334511 and 750, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about April 8, 2013 with an anticipated offer due date of on or about May 8, 2013. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities home page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin= . Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
