Update #4 ·
The Naval Air Warfare Center, Weapons
Division (NAWCWD), China Lake, CA
intends to award on an other than full and open competition basis a firm fixed price (FFP) contract in accordance with FAR 6.302-1 to procure 86 each Flight Termination Receivers (FTR) to Kratos-Lancaster, 3061 Industry Dr., Lancaster, PA 17603, manufacturer part number 570006. Anticipated award date is February 15, 2016. The delivery schedule is to NAWCWD, China Lake, CA by August 2016.
The FTR is a critical subcomponent of a Flight Termination System (FTS). The FTS used by Joint Standoff Weapon (JSOW) free flight testing activities has been certified for use in accordance with the Range Commander Council (RCC)-319-99, Flight Termination Systems Commonality Standard. Retention of FTS RCC-319-99 safety certification is necessary for the use of the RCC member range(s) needed for the execution of required JSOW flight test(s). Due to the strict safety requirements of RCC-319-99, only the above mentioned part meets agency needs. These FTS subcomponents are unique to the manufacturer, thus no drop-in-replacement second source exists. Any substitution of a new subcomponent automatically invalidates the RCC-319-99 safety certification for the FTS.
All responsible sources may submit a proposal, which shall be considered by the agency. Responses and questions may be submitted to NAWCWD Contract Specialist Melinda Childs by email (preferred): melinda.childs@navy.mil, fax to (760) 939-3095, or mail to Commander Code 220000D, NAWCWD, 429 E. The delivery schedule is 12 months after receipt of order. The FTR is a critical subcomponent of a Flight Termination System (FTS).
