This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation in its entirety; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) under solicitation number VA262-15-Q-1312. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-83 effective July 2, 2015, respectively.
The solicitation is in accordance with FAR Part 12, 13, and 13.5, Acquisition of Commercial Items, Simplified Acquisition Procedures, Test Program for Certain Commercial Items , and Veteran Affairs Acquisition Regulations as supplemented with additional information in this notice. This is a 100% veteran owned small business (VOSB) set-aside; the North American Industrial Classification System (NAICS) code for this requirement is 334516, and size standard 500 employees.
The Department of Veterans Affairs Veterans Integrated Services Network (VISN) 22, headquartered in Long Beach, California has a requirement for various Thermo Fisher laboratory supplies and equipment. The Contractor shall provide the product at the following Veterans Affairs Healthcare System(s) in Southern California: VA Long Beach (5901 E. 7th St. Long Beach, CA 90822). Delivery is FOB destination. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of the purchase order. The Government intends to award a single purchase order. The order shall begin on the date of award.

Due to time constraints, responses to the solicitation shall be due on Tuesday, September 8, 2015 at 1:00 PM PST. Only responses from VOSBs will be accepted. All other responses will be considered unacceptable due to lack of a complete submittal. Submittals must include proof of VOSB. Complete quotes must be submitted electronically via e-mail to Michael Munoz, Contract Specialist at michael.munoz2@va.gov with "VA262-15-Q-1312" in the subject line. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. Correspondence or questions may be directed to Michael Munoz, Contract Specialist at michael.munoz2@va.gov with "VA262-15-Q-1312" in the subject line within thirty-six (36) hours of release of this notice.
