About this opportunity
The Department of Commerce's National Institute of Standards and Technology (NIST) is seeking seventeen subscription licenses for an all-in-one financial data platform to support the CHIPS Program Office (CPO). The procurement will provide access to SEC filings and earnings transcripts for publicly-traded semiconductor companies, enabling comprehensive financial analysis and risk assessment capabilities. Offerors must be authorized resellers or manufacturers of the proposed product and submit technical capabilities limited to 5 pages describing how their platform meets Statement of Work requirements. Quotations are due by February 28, 2025, at 11:00am ET, with submissions to be sent to robert.singman@nist.gov. Technical evaluation will focus on the platform's ability to provide comprehensive search capabilities, document download features, team collaboration tools, and financial data tracing functionalities.
The contract will be competed as a full and open competition under simplified acquisition procedures, with no specific set-aside designations. The current incumbent platform is BamSEC, and the procurement will result in a Fixed Price Purchase Order with a one-year base period from April 1, 2025, through March 31, 2026, and one optional extension year. The solicitation falls under NAICS category 519290 for Web Search Portals and All Other Information Services, with a size standard of 1000 employees. Performance will be located in Gaithersburg, MD 20899, and the licenses must be delivered within one business day of award. Pricing must be provided for both the base and option periods, with the government seeking a platform that can efficiently analyze financial documents across multiple companies and data sources.
Notice text
The CHIPS Program Office (CPO) has been using BamSEC as a financial research tool for the past two years. The CPO requires subscription licenses to assist employees in accessing and working with financial data of publicly-traded semiconductor companies, including SEC filings and earnings transcripts. The CPO requires subscription licenses to an all-in-one data platform that provides tools to efficiently analyze a large magnitude of documents across various companies and data sources at one time from the Security and Exchange Commission (SEC). The platform includes access to SEC key company information such as recent and historical earnings transcripts, articles of incorporation, credit agreements, corporate structure, insider transactions, institutional ownership, and events. CPO relies on the key SEC data points related to changes in the companies’ financial and credit situation, news, and other filings to adequately remain informed as it develops its risk assessments. The Government only requires access to the Security and Exchange Commission (SEC).
