About this opportunity

The Defense Logistics Agency Aviation is conducting market research to identify potential sources capable of manufacturing Filter Element, Fluid components, identified by NSN 1650-00-286-2254. This pre-solicitation notice seeks parties with the resources and capability to support the new manufacture of this aircraft hydraulic system component, including all associated labor, materials, facilities, and equipment required for production. Potential sources must be capable of managing the complete manufacturing lifecycle, including component procurement, inspection, testing, preservation, packaging, and shipping, as well as potential supply chain management, logistics planning, and resolution of diminishing manufacturing sources and material shortage issues. The government will evaluate market information to assess potential vendor capacity to provide services consistent with the scope and scale described and to secure necessary corporate financial, human capital, and technical resources. Responses to this market research are voluntary, with a response deadline of January 12, 2026, and interested parties should note that this is not a formal solicitation and submission carries no financial obligation to the government.

This pre-solicitation notice includes no set-aside designation, indicating open competition. Current manufacturers include PTI Technologies, Inc. (CAGE 05228, part number 7578137-101), Pall Aeropower Corp. (CAGE 18350, part number AC-96Y9F-1), and Purolator Facet, Inc. (CAGE 90006, part number 055916-04). The estimated annual requirement is 3,280 units, reflecting a substantial production commitment for qualified vendors. No specific award value or budget range is disclosed in this notice, as this market research is intended to qualify vendors for future procurements rather than to execute an immediate purchase. The applicable NAICS code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and the government explicitly states that this inquiry is for the next buy, not the current procurement, allowing interested parties to pursue qualification and approval status in advance of actual contract competition.
