About this opportunity
The Library of Congress, through its Federal Library Information Network (FEDLINK), has issued a Special Notice for continued access to bibliographic and library services. The notice indicates FEDLINK's intent to award a sole source contract to OCLC, Inc. for specialized library information services. The contract will cover bibliographic services, resource sharing services, discovery and reference services, and collection management and analysis services. The proposed contract has a base ordering period of five years, spanning from July 1, 2025, to June 30, 2030. The notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 and involves synopsis of a proposed contract action.
Interested contractors have an opportunity to demonstrate their capability to meet the contract requirements by submitting written responses that clearly and unambiguously explain their potential to provide equivalent or superior services. Responses must provide evidence that competition would be advantageous to the government, that the offering is comparable or better in capability, and would not be cost or time prohibitive or hinder FEDLINK's mission. The Library of Congress will use submitted information solely to determine if competitive procedures could be applied to this acquisition. OCLC, Inc. is currently viewed as the sole provider of the required proprietary systems and services needed by FEDLINK and its 100+ member libraries. The agency reserves the right to proceed with a sole source contract if conditions warrant, and a Justification and Approval (J&A) document supporting this approach has been posted alongside the notice. Potential contractors have until March 5, 2025, to submit their responses for consideration.
