The Naval Air Warfare Center - Aircraft Division (NAWCAD), Patuxent River on behalf of PMA-226 Specialized and Proven Aircraft Program Office intends to negotiate and award a sole source contract to Sikorsky Support Services, Inc., 6900 Main Street, Stratford, CT 06614-1378. This acquisition is to bridge Contract Number N00019-09-C-0024. The proposed bridge contract is needed for continued ongoing support while the follow-on competitive contract is being completed. The purpose of this acquisition is to provide up to six (6) months of continued aircraft maintenance support services for O, I and limited D level maintenance required to support and maintain 44 F-5 aircraft. The period of performance for this effort will be 1 July 2015 through 31 December 2015 using one (1) base month and five (5) options months for a total of six (6) months. Place of performance are the following Navy and Marine Corp Air Stations: Key West, FL; Yuma, AZ; and Fallon, NV. The need for continuity of operations and the potential cost impact of disrupting operations were considered in making the determination to award this contract action. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 2:00 PM EST on 21 April 2015. A determination by the Government not to compete this instant effort is solely within the discretion of the Government. Responses may be emailed to thomas.conrow@navy.mil and susan.holmes@navy.mil
Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Sikorsky is the sole source capable of providing short term continual performance without creating any negative impact on the fleet, sponsor, and project schedules, operations and operational readiness that would be caused by a break in service. Because of the nature of this requirement and impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis.
