About this opportunity
The Defense Logistics Agency Aviation is seeking to procure F-16 Cover, Access components with National Stock Number 1560-01-273-4300 and Part Number 16B6592-815 through this combined Request for Information and Synopsis. The primary purpose is to conduct market research to determine if other sources exist that can satisfy the agency's requirements and to identify if commercial or non-developmental items are available. Potential contractors must meet stringent Manufacturing Qualification Requirements, including obtaining a Lockheed Martin Master Tooling Agreement, verifying complete data packages, demonstrating manufacturing capabilities, and undergoing rigorous testing and evaluation processes. The qualification process requires an estimated $6,000 investment and takes approximately 365 days to complete, with manufacturers needing to submit prequalification notices, facility certifications, test plans, and pre-contract qualification articles. Interested parties have until October 2, 2025, to respond to this notice and should contact Travis Bodily at 385-591-0001 or travis.bodily@us.af.mil for additional information.
This procurement is not expected to be set aside for small businesses, making it a full and open competition opportunity. The estimated quantity required is 4 units with delivery expected by December 31, 2027, to destinations DMO001 and DBU002. The government has indicated that existing approved sources retain data rights, manufacturing knowledge, and technical data that are not economically available to the government, suggesting there may be current qualified suppliers with established capabilities. The document provides six Source Qualification Waiver Criteria that may allow partial or full waiver of qualification requirements under specific circumstances such as previous government supply or qualification of similar items. The government emphasizes that this engineering part requires source approval by the design control activity to maintain quality standards, and successful qualification does not guarantee contract award.
