About this opportunity
The Defense Logistics Agency Aviation is seeking to procure F-16 Access Doors with specific National Stock Numbers (NSN 1560-01-264-0402 WF and 1560-01-264-0403 WF) and Part Numbers (16L319-5, 16L319-6). The primary objectives of this pre-solicitation notice include conducting market research to determine potential sources capable of meeting the agency's requirements and improving small business access to acquisition information. Contractors desiring to become a qualified source must submit a qualification package per clause 52.209-1, with interested parties having 15 days from the notice date to identify their capability to satisfy the government's requirements. The contracting officer, Michelle Mihu, can be contacted at michelle.mihu@us.af.mil for further information. The procurement is being conducted under the authority of 10 U.S.C. 2304(C)(1), with justification that the supplies are available from only a limited number of responsible sources.
The contract is not set aside for small businesses, with an estimated quantity of 14 units for NSN ending -0402 and 7 units for NSN ending -0403. The estimated delivery schedule is 2 units of each NSN per month, beginning January 2026. Potential contractors include Elbit Systems Cyclone, Israel Aerospace Industries, Aerospace and Commercial Technologies, and Lockheed Martin. The acquisition is subject to Free Trade Agreements, and the government is not planning to use Part 12 policies for commercial items. The procurement is associated with specific export control requirements, as evidenced by the attached engineering data memorandum that imposes strict handling and distribution limitations on technical data. Contractors should note the potential for severe penalties for unauthorized dissemination of controlled technical information, including potential disqualification from future DoD contracts.
