About this opportunity

This notice seeks a firm fixed-price contract for regrading work at the Eyak River Boat Launch located near Cordova, Alaska. The U.S. Department of Agriculture Forest Service intends to award a contract with a period of performance from April 15, 2024 to June 15, 2024. Proposals will be evaluated based on criteria outlined in the forthcoming solicitation to be posted on May 23, 2023 to SAM.gov. The solicitation response deadline is June 26, 2023.

The opportunity is set aside for total small business and has an anticipated value between $250,000 to $500,000. Offerors must be registered in SAM and provide electronic representations and certifications as well as a bid bond of 20% with their proposal. The successful awardee will be required to furnish performance and payment bonds each valued at 100% of the contract price. The work will involve isolating and dewatering the in-stream work area, temporarily removing and replacing concrete boat ramp planks, and placing fill and aggregates to regrade the boat launch section by the specified completion date.

Notice text

The intent of the contract is to provide regrading to the lower section of the Eyak River Boat Ramp.  A brief summary of the project is as follows (a more detailed statement of work will be identified in the forthcoming solicitation packet):

--Ensure site and river access is maintained for the public.  A temporary ramp location immediately down river of the boat launch will serve as river access during construction. Ensure this area remains accessible during construction.

--Isolate and dewater the in-stream portion of the project site.  Hydraulic bladder dam is the only permitted method for work area isolation and dewatering. Coordinate with the Cordova Ranger District for fish removal during dewatering as the ADF&G Fish Habitat permit requires fish to be removed by District Staff.

--For the regraded section of boat launch, temporarily remove existing concrete planks to on-site staging location and protect planks and rubber spacers from damage. Remaining planks to be fastened in place to prevent movement during construction.

--Provide and place classified fill, geotextile, riprap, and crushed aggregates for regraded section of boat ramp, salvaging existing materials where possible.

--Reinstall temporarily removed concrete planks including rubber spacers and ramp terminal end fittings and hardware per new grades.  Provide 4 replacement stainless steel swageless terminal end fittings.

--Provide and place joint aggregate between planks.

Location:  The Eyak River Recreation Area located at approximately milepost 5.9 of the Copper River Highway east of Cordova, Alaska.

The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation.  The solicitation will be available for download exclusively via https://www.sam.gov on or about 05/23/2023.  Paper copies of the solicitation will not be issued.  The Government intends to award without discussions, however, reserves the right to conduct discussions should it be deemed in the Government’s best interest.

One Firm Fixed-Price (FFP) contract will be awarded.  The contract period of performance will be:  04/15/2024 – 06/15/2024.

The magnitude of this construction project is between $250,000 and $500,000.  All offerors will be required to provide a Bid Bond (20%) with their proposal submission.  Performance and Payment Bonds (100% each) will be required of the successful awardee.

Note:  Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation.  Information on registration may be obtained via:  https://www.sam.gov.  All Offerors must complete the electronic version of the Representations and Certifications in the SAM system.
