About this opportunity
The United States Coast Guard Surface Forces Logistics Center is seeking quotations for a specialized expansion joint pipe used in the main diesel engine exhaust system of 154 FRC Cutters. The specific item is a 26-inch exhaust expansion joint manufactured by American BOA Inc. to drawing number 1022586 Issue B, with a required quantity of 4 units. This is a combined synopsis/solicitation for a commercial item using simplified acquisition procedures, with the government anticipating a non-competitive sole source purchase order. The Coast Guard will evaluate submissions using a lowest price technically acceptable approach, with award to be made on an all-or-none basis to a responsible offeror. Quotations must be received by April 7, 2025, at 10:00 am Eastern Standard Time, and offerors must have valid DUNS numbers and be registered in the System for Award Management (SAM).
The solicitation does not involve a specific small business set-aside and is open to all responsible sources under NAICS code 332312 with a business size standard of 500 employees. The government believes only American BOA Inc. and their authorized distributors can provide these specific units, and potential offerors must submit comprehensive capability information within two calendar days of the notice's posting. Packaging requirements are strict, mandating individual packaging per MIL-STD-2073-1E Method 10, with items wrapped, cushioned, and secured in ASTM-compliant wood shipping boxes or crates that are skid-mounted for forklift use. Each package must be marked according to MIL-STD-129R with ISO/IEC bar coding, and failure to meet these packaging specifications will result in item rejection. The procurement will be executed as a firm fixed price contract, with potential vendors required to provide a letter from the original equipment manufacturer verifying their authorized distributor status.
