About this opportunity
This Special Notice from the National Aeronautics and Space Administration Marshall Space Flight Center concerns a non-competitive procurement opportunity for an exclusive electronic subscription delivery of standards platform for technical standards systems. IHS Global Inc. currently has an exclusive right-to-sell the standards content being procured through their proprietary Engineering Workbench platform, as they have established exclusive licensing agreements between themselves and the standards developing organizations.
The objective of this procurement is to implement and support an agency-wide electronic web-based technical standards platform for NASA to access technical standards and related information seamlessly via the NASA Technical Standards System. Interested parties may submit capabilities and qualifications to perform this effort in writing to the identified point of contact no later than March 20, 2020. While the government intends to procure this platform on a sole source basis from IHS Global Inc., submissions will be evaluated to determine whether to conduct a full and open competition. The Special Notice provides instructions for contractors and outlines the eligibility criteria and high level overview of the technical standards platform opportunity.
