The purpose of this sources sought is to conduct market research to support the procurement of Evidence-Based Clinical Decision Support Subscription for all the Navajo Area Indian Health Services facilities. This notice serves to survey the market. This notice allows potential contractors/vendors to submit a non-binding statement of interest and documentation demonstrating their capability. The sources sought effort is intended to assess industry capabilities and develop/support the intended direction of acquisition planning. The Navajo Area Indian Health Services, Division of Acquisition Policy is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 519130 - Internet Publishing and Broadcasting and Web Search Portals.
This sources sought is to gain knowledge of potential qualified sources and their size classifications: Native-American Owned, Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business relative to NAICS 519130. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. Responses to this notice are not considered adequate responses to any corresponding solicitation announcement.
Background: The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally-recognized tribes grew out of the special government-to-government relationship between the federal government and Indian tribes. This relationship, established in 1787, is based on Article I, Section 8 of the Constitution, and has been given form and substance by numerous treaties, laws, Supreme Court decisions, and Executive Orders. The IHS is the principal federal health care provider and health advocate for Indian people and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for American Indians and Alaska Natives who are members of 566 federally recognized Tribes across the U.S.
The Navajo Area Indian Health Service is seeking an on-line evidence-based clinical support subscription for the thirteen (13) medical and healthcare facilities located in New Mexico and Arizona. Subscription should provide easily accessible and current evidence based medical information for clinicians, registered nurses and medical support personnel to utilize as a reference to improve clinical outcomes.
INSTRUCTIONS: Your response should include the following:
1) Submit a brief description, two-three (2-3) pages (including cover letter) that demonstrates how your company can provide the requested services.
2) Include past performance in providing the requested services to the Indian Health Service, other Government (Federal or State) agency, or for a private facility, within the past three (3) years. Include contract number, point of contact telephone number or e-mail address.
3) Include the address of your corporate office and local field office and technical services available.
4) PLEASE INDICATE WHETHER SERVICES IS AVAILABLE UNDER CONTRACT WITH GSA FEDERAL-SUPPLY SCHEDULE, DOD (VETERAN NATIONAL ACQUISITION CENTER) AND, IF SO, PROVIDE THE CONTRACT NUMBER OR INDICATE IF EQUIPMENT IS OPEN MARKET.
5) Provide BUSINESS SIZE AND SOCIO-ECONOMIC STATUS; (a) Indicate whether your business is large or Small, Native-American owned, certified Woman, Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB), 8(a), or HUBZone.
6) Include the DUNS number of your firm. State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov.
Responses must be submitted via email, no later than 5:00pm (EST) on August 2, 2019. No questions will be accepted. Please submit e-mail responses to Michelle James, Contract Specialist at michelle.james@ihs.gov and Misty Billy, Contract Specialist at misty.billy@ihs.gov, placing "Attention: Evidence-Based Clinical Decision Support Subscription" in the subject line of your email. This notice is to assist the NAIHS in determining sources only.
Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for this submission is ten (10) pages. Interested parties shall submit their response to this notice to the individuals listed in order to be considered compliant.

Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. However, responses to this notice will not be considered adequate responses to a solicitation.
Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
