The Solicitation Request for Proposal (RFP) is being added to this announcement and is attached.
The procurement process for this requirement is full and open competition in accordance with FAR Part 15 procedures. The Government has selected NAICS code 541380 as the most appropriate for this solicitation. This will be a Firm Fixed Price Contract.
The solicitation (RFP) response time will be 30 days. Interested parties must respond to the solicitation RFP in order to be considered for award of any resultant contract. All responsible and qualified sources may submit a proposal which shall be considered by the agency. Please see attached solicitation RFP and attachments J.1. & J.2. Telephone requests will not be honored and no offerors list will be maintained. Notifications will not be sent to the offerors regarding the issuance any of its amendments. It is the offerors' responsibility to check this website. Please note that all questions shall be received by 2:00 P.M. Eastern Standard Time (EST), May 5, 2018 in accordance with Section L.10. in the solicitation. All proposals should be received by 2:00 P.M Eastern Standard Time (EST)., May 21, 2018.

The Centers for Disease Control and Prevention (CDC) intends to issue a Request for Proposal (RFP) # 2018-N-67812 on FedBizOpps on or after April 9, 2018 for services in support of the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Bacterial Special Pathogens Branch (BSPB) to obtain required services to perform wide scale environmental sampling in Puerto Rico and laboratory testing to identify the geographic prevalence and genetic types of high consequence pathogens endemic to Puerto Rico. The Government expects to solicit full and open competition.
In general, the contractor will provide support in the following areas:
1. Collect ≥ 700 soil samples and ≥ 200 water samples from around Puerto Rico in areas deemed highly favorable as habitats for B. pseudomallei. Sites to be sampled will consist of all regions of the islands to ascertain presence. Previous work accomplished by CK16.1606NU50 will be shared with the vendor to further identify sampling locations.
2. Culture the environmental samples in conditions optimal for the recovery of pathogens.
3. Extraction of DNA from isolates of B. pseudomallei and other Burkholderia spp. at a purity and quantity (minimum of 15 ug) in Tris-HCl without EDTA to enable whole genome sequencing using the PacBio method at CDC.
4. Transfer of all isolates and DNA from B. pseudomallei recovered.
The resultant contract is expected to be a Firm Fixed Price (FFP) contract awarded on or before September 30, 2018. The term of the contract is expected to be for a base of (1) year with (1) 12 month option period. The applicable NAICS code is 541380 with a size standard of $15 Million.
