NAVSUP Fleet Logistics Center Bahrain intends to solicit and award a Firm-Fixed Price (FFP) contract for a emergent docking Ship-Repair effort for a Military Sealift Command (MSC) Vessel. This requirement is restricted to contractors who can offer a emergent docking facility within the 5th Fleet Area of Responsibility (AOR). The requirement consists of 21 repair work items.
This acquisition is being conducted under FAR 15, Contracting by Negotiation procedures. Pursuant to FAR 5.202 (a) (12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in the 5TH Fleet Area of Responsibility (AOR) as prescribed by DFARS 225.1103 (3). This is a 100% full and open competition with geographical limited within the 5th Fleet Area of Responsibility (AOR).
This non-commercial acquisition will be full and open competition with a geographical restriction. The associated North American Industry Classification System (NAICS) code is 336611. The Federal Supply Class (FSC) codes is J998. This acquisition will result in a single award for all the work items.
System for Award Management -. By submission of a proposal, the bidder acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the bidder does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered bidder. Bidders may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov.
Offeror's questions must be submitted to the Contracting Officer (gary.hall@me.navy.mil) and the Contract Specialist (aldrin.pal.in@me.navy.mil) in writing. All questions concerning this acquisition must be submitted by 26 December 2017, 10:00 AM Bahrain local time. Questions will be answered via an amendment posted on FedBizOpps. Questions are to be submitted to gary.hall@me.navy.mil and aldrin.pal.in@me.navy.mil and john.clayton.in@me.navy.mil.
1. The Period of Performance starts from 07 Jan 2018 through 24 Jan 2018.
2. Please submit your proposal by hand, e-mail or fax NO LATER THAN 27 Dec 2017 at 0900 hours (09:00 AM) local(Kingdom of Bahrain) time. The Offerors are hereby instructed to submit their proposal no later than (NLT) 09:00 AM (local Bahrain time) on 27 December 2017.
3. The deadline/closing time receipt of proposals will be strictly adhered to and enforced.
