Firm Fixed Price Contract. Contractor shall respond to unique hazardous materials/waste spill/release on an as needed basis. The speed in which the spill is mitigated would have an immense impact on the production schedule of the installation. At times spills happen in the late hours of the night and Anniston Army Depot (ANAD) does not have the personnel or expertise on-site to respond to a spill/release in a timely manner and the CONTRACTOR may also be needed to augment ANAD personnel and equipment. There also may be times that spills/release occur in the normal operating hours and ANAD does not have the expertise to respond to the spill in a safe manner and would need the contractor's services. The services requested must be rendered within 2.0 hours from the initial phone call from Anniston Army Depot. The contractor will need to fill out the security paperwork in advance to ensure that they get onto the installation in a timely manner. In addition, the scope of this contract involves the use of a vacuum truck that the CONTRACTOR owns/operates. ANAD has only two vacuum trucks on the installation and there may be periods were these trucks are out in the field and not be available for use. This vacuum truck would also be needed anytime the CONTRACTOR responds to a spill/release and a vacuum truck is needed to respond to that particular spill.. Period of performance - 1 Oct 2014 through 30 Sept 2015 with 4 additional one-year option periods. This request for proposal, W911KF-14-Q-0044, is issued as a 100% 8(a) competitive set-aside. North American Industry Classification System Code is 562112, size standard is $31,000,000. This solicitation will be issued electronically in accordance with FAR 4.502, 5.102 and 14.205; therefore, hardcopies will not be provided. Proposals submitted must be in format as stated in the solicitation. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the Internet: www.fedbizopps.gov or http://www.procnet.anad.army.mil (Doing Business with Us). Estimated issue date is 14 July 14. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments, which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of your proposal.
