Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, the Centers for Disease Control and Prevention (CDC) contemplates entering into a negotiated, Firm-fixed-price type contract with ELSEVIER B.V.; RADARWEG 29; AMSTERDAM, NO 1043N-X. This acquisition will be conducted IAW/FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation.
The Centers for Disease Control and Prevention (CDC), Office of Epidemiology, Analysis and Library Services (OPHSS), Center for Surveillance, Epidemiology and Laboratory Services (CSELS), Division for Public Health Information Dissemination (DPHID), Library Sciences Branch also known as the Stephen B. Thacker CDC Library (CDC Library) is seeking renewal of Elsevier electronic access to Elsevier journals, books and Scopus database accessible thru the Elsevier platform, ScienceDirect. This also includes access to the Compendex database accessible through Elsevier's Engineering Village interface. Elsevier Science Direct is a major international publisher of science, technology and medicine journals, databases and books covering such areas as environmental health, clinical medicine, life sciences, and behavioral sciences. Elsevier publishes unique proprietary resources that they solely license. The period of performance is January 1, 2018 - December 31, 2022. The anticipated Solicitation issue date is September 14, 2017.
To the best of our knowledge Elsevier has a proprietary product that only Elsevier B.V. can provide. However, any responsible source who wishes to be considered may submit a capability statement addressing the requirements of the solicitation for our review prior to the solicitation closing date. The anticipated solicitation issued date is September 14, 2017. The solicitation and any amendments issued will be posted on www.fedbizopps.gov when issued. No hard copies of the solicitation and amendments will be mailed. Please note Funds are not currently available for the award. This solicitation is subject of funds availability during FY 2018. Any questions regarding this notice must be submitted in writing ONLY to Berta Alldredge at boh9@cdc.gov.
