The U.S. Department of Transportation (DOT) Volpe Transportation Systems Center intends to solicit and negotiate on a non-competitive basis with the MITRE Corporation using the authority at FAR 6.302. The purpose of the requirement is to develop two sets of allowable adjacent-band transmitter power limits. The first set (Set 1) will protect existing Global Positioning System (GPS) receivers based on measured GPS receiver performance. The second set (Set 2) will protect future GPS receivers designed to utilize modernized GPS signals and interoperable signals from other Global Navigation Satellite System (GNSS) signals. A Justification and Approval for Other Than Full and Open Competition (JOTFOC) for one source is attached to this announcement in accordance with FAR Sub-Part 6.302-1, only one responsible source and no other supplier or services will satisfy agency requirements. The intended contract shall be awarded as a firm fixed priced (FFP) contract with four optional CLINs. The GPS and GNSS contract will be the successor to the prior GNS and GNSS awarded to MITRE in 2015. The small business size standard associated with the designated North American Industry Classification System (NAICS) code 541990 Administrative Management and General Management Consulting Services is $15 million. The estimated release date of the final solicitation will be on or about October 27, 2016. A proposal will be due approximately 45 calendar days following the issuance of the solicitation.
