This solicitation requests offers to provide custodial and grounds maintenance services at the El Paso Border Patrol Station Modular Facility in El Paso, Texas. The Department of Homeland Security Federal Law Enforcement Training Center seeks these services to commence January 1, 2020 through March 31, 2020, with the option to extend up to four additional one-year periods. Proposals will be evaluated based on past performance, technical capabilities, management plan, and price. This is a 100% 8(a) set-aside solicitation with a NAICS code of 561720 and size standard of $18 million. The period of performance covers custodial and grounds maintenance from January 1, 2020 through March 31, 2020 at the 9201 Gateway S Blvd location in El Paso, Texas. Offerors must demonstrate the ability to perform these services for the base period and any optional extensions within the 18 million dollar size standard.

The following work will be performed at the El Paso Border Patrol Station Modular Facility, 9201 Gateway Blvd S., Hondo Pass, El Paso, TX 79924.

 This project is for a firm fixed-price contract. This procurement will be solicited as a competitive 8(a).  The work of this project will be defined by the contract documents.  The scope of the work consist of, but is not strictly limited to the following:   The contractor will be tasked with furnishing all personnel, labor, equipment, materials, tools, supplies, supervision, management, training/certifications, and services, except as may be expressly set forth as Government furnished, and otherwise accomplish all actions necessary to or incident to, perform and provide the work efforts described in the contract. This work shall be in accordance with all Federal, State and local standards as well as the most current version of all applicable consensus standards including any supplements or revisions.  In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to the Occupational Safety and Health Act (OSHA) and NIBS.

The Request for Quote (RFQ) solicitation is anticipated to be issued on or about November 01, 2019; Offers will be due on or about November 11, 2019 (the actual date for receipt of proposals will be stated in the solicitation) at 4:00 pm CST.  No public bid opening procedures are applicable for this solicitation.

 After award, the vendor shall provide contractual services for a three-month period commencing on January 1, 2020 through March 31, 2020. The Government shall have the unilateral option of extending the term of this contract up to four (4) one (1) year option periods.

This procurement will is a 100% 8(a) set-aside. The North American Industry Classification System (NAICS) is 561720 and the size standard is 18 million.  This is a Lowest Price Technically Acceptable award. Evaluation factors will consist of Past Performance, Technical Capabilities, Management Plan and Price.

The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps.  FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the System for Award Management (SAM) database, and is available for use by all Federal agencies.
