This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.

This is a non-personal services contract to provide support services for Dust Control and Mitigation Services within Fort Bliss Operational Area, Texas and New Mexico.

This contract includes all functions, tasks and responsibilities normally performed by aDust Control and Mitigation Service.  The Contractor shall be responsible for purchase of an appropriate chemical acceptable to the Government and shall coordinate the date and duration of the applications with Contracting Officer’s Representative. The Contractor cannot be on site or begin work without coordinating with the Contracting Officer’s Representative (COR) and the Fort Bliss DPW. The Contractor shall apply chemical to identified areas per the funded tasks as detailed in the PWS and shall maintain Safety Data Sheet (SDS) for all chemicals used.  The Contractor shall maintain spill prevention and control procedures.  Dust suppressant shall be applied to mitigate fugitive dust emissions from tactical vehicle convoys and normal commercial traffic along unpaved portion of roads throughout the installation. The scope of the contract shall be only unpaved and underdeveloped roads near or adjacent (within 1/5 mile of property boundary or other sensitive receptor) to control fugitive dust emissions from leaving the installation property boundary and prevent violations of air quality regulations. The Contractor shall comply with all applicable laws and regulations, including, but not limited to, Federal Law, Texas and New Mexico State Law, Occupational Safety and Health Administration (OSHA) regulations, and Army and installation regulations.
