This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.
The contractor shall furnish all parts, material, labor, equipment and supervision necessary to complete the work for DTRA PHETS ESA Solar Backup.
The overall goal of this project is to provide a fully functional Back-up Solar Power System (BSPS) solely for the PHETS Explosive Storage Area (ESA) Intrusion Detection System (IDS). This system will provide the facility with a means to provide back-up power to the IDS during power outages to meet the DOD Anti-Threat requirements. The Contractor shall provide all required elements (design, material, equipment, labor, etc.) for this Project. The System will include solar panels with the capability to charge a deep cell battery system sufficient enough to supply adequate power needed for 72 continuous hours. System shall also be equipped to function immediately after power loss, so NOT to activate any alarm and/or notification devices. The BSPS system should also revert back to restored commercial power without IDS (Alarm) interruption.
The Contractor is urged and expected to thoroughly inspect the site where construction is to be performed in order to satisfy all parties regarding, all general and local conditions that may affect the total design, construction and cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site and gather necessary information constitute grounds for a claim after contract award. The Contractor is responsible for completing all work in this scope and any that is reasonably inferred to complete this project such as, but not limited to; Site Prep, Earthwork, System Training, Site Clean-up and Warranty Info.

1. Provide 2ea. Solar Remote Power Stations with 6,388 watts at 120 volts.
2. Provide two IDS panels drawings, 600 watts each for 10 hours, 6000 watts and three 13-watts each for 10 hours (390 watts).
3. Unit 1 will have 6390 watts connected.
4. Unit 2 is sized for 600-watt panel load for 10 hours, 6000 watt, and one 13 watt LED light for 10 hours, 130 watt Unit 2 should have we 6130 watts connected.
5. Both units will be standalone construction, running utility power to each unit and back to the bunker wall, intercept IDS power circuits and wall pack light circuit with trenching and back fill.
6. Provide and install (4) ea. APC symmeta 4-16KVAS Power Modules (4KVA) reusing all cables and connections in existing UPS.
7. Provide and install (80) ea. 12V 9AH batteries, install new Bridgeview Power SP12-9 (T2) batteries re-using existing wiring and battery leads from the existing UPS.
8. New system is portable and designed to mount directly to the ground with engineering to withstand 120 mph winds, therefore we have to include a concrete pad for the new power station.
