Update #6 · Latest ·
Due to various procedural discrepancies identified during recent legal review, USACE is required to cancel this solicitation and re-solicit.
Fortunately, both sites still required UPS and Mass Notification Systems. Therefore, neither the locations nor the scope of work will change; however, the solicitation packages will be separate and distinct. Be advised, there will again be four (4) separate solicitations.
a. Bahrain MNS - W912DY-19-R-0089
b. Bahrain UPS - W912DY-19-R-0093
c. Naples MNS - W912DY-19-R-0052
d. Naples UPS - W912DY-19-R-0011
We apologize for the interruption; however, it is imperative that all CICA and procurement procedures are followed in order to avoid errors and reduce risk. We look forward to reposting these requirements within the next few days. Ideally, FBO posting will occur between 7.15.2019 - 7.19.2019, and will remain open for two weeks.
The questions raised and answers provided during first solicitation will be included as FAQs.
Once again, thank you for your interest in partnering with USACE for these opportunities. We look forward to working together again very soon.
As always, if there are questions or concerns, feel free to reach out.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation has been attached. Contractors must be registered in the System of Award Management (SAM) with no exclusions in order to be considered for award. The website for SAM is: https://www.sam.gov/portal/public/SAM/
This is a Request for Proposal (RFP) will be an unrestricted competitive acquisition. The associated North American Industry Classification System (NACIS) code for the procurement is 811213 - Communication Equipment Repair and Maintenance and the size standard is $11M. The US Army Corps of Engineers, Huntsville Center Contracting Office, has a requirement to provide contract to support the Department of Defense Education Activity (DODEA) Europe for Uninterruptible Power Supply (UPS) Upgrade Warranty Services located in Naples, Italy. DODEA Information Technology (IT) Division has routers, switches, servers, and VOIP equipment at designated facilities throughout the world. The devices in some cases are connected to various models of UPSs to protect the agency's IT infrastructure investment as well as secure student and staff digital work and applications under abnormal power conditions. Power fluctuations, whether planned or unplanned, are a routine occurrence at the campus level. When these interruptions occur, DODEA must have a reliable solution in place which will provide sufficient off-line power to ensure the graceful shutdown of significant IT Infrastructure systems. In this case we do not have a UPS solution for the school, we need more of a centralized approach for our schools' UPS capabilities, design solutions, and warranty services.
Questions regarding this RFP are due no later than 25 June 2019, 12:00 PM (CST) and sent via email to Michael.A.Metje@usace.army.mil.
Proposals are due no later than 5 July 2019, 12:00 PM (CST) and sent via email to Michael.A.Metje@usace.army.mil.
Pricing shall be valid for 60 days.
Amendments to this RFP will be provided in the same manner as the initial RFP, which is by public notice on Federal Business Opportunities (FBO)
