Added: Sep 04, 2014 9:10 am The Government will use a cost-type contract because the DoD HIV/AIDS Prevention Program and President's Emergency Plan for AIDS Relief Program are very dynamic and dependent on global events and sporadic HIV/AIDS outbreaks and therefore this contract needs to be able to respond effectively to unpredictable surges or within-scope variations in the requirement. The surge requirements are unknown and cannot be reasonably estimated. The contractor has to be capable of adjusting the level of effort and type of support on short notice in order to adequately support the Government. A cost-type contract will provide the flexibility the Government needs to carry out its global HIV/AIDS mission. Thus, a cost plus fixed fee contract has been awarded via a competitive approach.
