About this opportunity
The United States Department of Agriculture Agricultural Research Service (USDA-ARS) is seeking to procure a discrete water analyzer for their Soil and Water Management Research Unit in St. Paul, Minnesota through solicitation number 1232SA25Q0881. The agency requires a fully automated discrete analyzer capable of measuring multiple environmental analytes in agricultural water systems, including nitrate, nitrite, phosphate, sulfate, ammonia, total phosphorus, and total Kjeldahl nitrogen, with desirable additional capabilities for conductivity, pH, bromide, and oxidation reduction potential. The procurement is driven by the discontinuation of their current Lachat flow injection analyzer and the need to improve laboratory throughput while reducing chemical waste and technician time demands. Offerors must have active SAM.gov registration and submit quotes via email to erin.riffey@usda.gov by September 16, 2025, with quotes remaining valid until October 31, 2025. The evaluation will be based on the Lowest Priced Technically Acceptable methodology, considering three technical factors: equipment information demonstrating specification compliance, two recent and relevant project references, and past performance review using CPARS.
This procurement is set aside 100% for small businesses under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a business size standard of 1,000 employees. No incumbent contractors or award values are specified in the solicitation documents. The technical specifications require a photometry-based analyzer with built-in sampler, pre-made reagents, automatic probe washing, auto-dilution capabilities, and minimum sample capacity of 60 units. The system must include Windows 64-bit compatible software, installation by a certified technician, and comprehensive training. Performance will occur at the USDA-ARS facility located at 1991 Upper Buford Circle, Room 439 Borlaug Hall, St. Paul, Minnesota 55108, with delivery required within 90 days of contract award. The government intends to award a single firm fixed price contract to the responsible offeror whose submission is most advantageous to the government.
