The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Combat Integration & Identification Systems (CI&IDS) Division intends to procure 60 Digital Modular Radio (DMR) Components to support production of Ultra High Frequency (UHF)/Very High Frequency (VHF) DMR components for AN/SRC-66(V) and AN/SRC-61A(V) Radio Communication Systems aboard U.S. naval vessels. The sole source contract will be awarded to Werlatone, Inc. on a firm-fixed-price basis, as the Government does not possess necessary technical data for full and open competition. The NAWCAD Webster Outlying Field (WOLF) Ship & Air Integrated Warfare (SAIW) Division has a requirement to procure 60 Digital Modular Radio (DMR) Components that support the production of Ultra High Frequency (UHF)/Very High Frequency (VHF) Digital Modular Radio (DMR) components for the AN/SRC-66(V) and AN/SRC-61A(V) Radio Communication Systems (RCSs) aboard United States (U.S.) naval vessels.
The equipment detailed in this action was specifically designed to support specific UHF/VHF DMR frequencies required by both U.S. Navy and U.S. Coast Guard vessels to support ship-to-air, ship-to-ship, and ship-to-ground communications. This equipment has been tested and certified for both Shock and Vibration Testing Standards and Ship Environmental Qualification Testing Standards. The SAIW Division has been instructed to procure the Werlatone brand component because of those certifications due to nomenclature boundaries and Program of Record requirements. The Government intends to procure the above items on a sole source basis to Werlatone, Inc. through a Firm-Fixed-Price contract.
THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate on a limited competition basis under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the necessary technical data to effectively solicit the development of the required supplies or services by full and open competition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. RESPONSES BY PHONE OR FAX WILL NOT BE ACCEPTED.
