Synopsis:
The United States Air Force, AFLCMC/Base Support Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of a Digital Image Correlation Camera System for the Air Force Research Laboratory located at Wright-Patterson AFB. The reason for lack of competition is the required Digital Image Correlation Camera System is the only system available that is able to meet all AF requirements. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a).
This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516: Analytical Laboratory Instrument Manufacturing and FSC code 6650: Optical Instruments, Test Equipment, Components and Accessories. Business size standard for NAICS 334516 is 1,000 employees.
The proposed source is Trilion Quality Systems. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 24 May 2019 by 4:00 pm EST and meets all the following requirements:
Requirements/Salient Characteristics:
• System type: Low Speed System - Quantity 5
The contractor shall provide fully integrated DIC systems consisting of camera pairs, camera interface electronics, camera mounting, targeting, lighting, capture software, image analysis software, report generation, and other hardware. The government will provide the necessary computing workstations, however the contractor shall provide necessary workstation interfaces. Fully integrated DIC systems is defined as follows. Ability for all components to be controlled from a single computer system where the software is a single component that includes camera aperture and frequency control, electronic triggering of camera capture, lighting on/off, laser targeting method on/off, scaling of data I/O, image analysis and reporting. The below items provide further detailed requirements for this fully integrated system.
Hardware Specific items:
§ Cameras and Mounting
• Camera Minimum Resolution: 10-12MP
• Camera Minimum Frame rate at full resolution: 20-25Hz
Higher frame rates expected at reduced resolutions
• Camera Frame rate adjustability: 0-100Hz
• Camera Lens mounting type: C-Mount
• Camera Mounting interface hardware for connection to camera bar
• Heavy duty tripod with adjustable length legs, adjustable center column, horizontal sliding rod, and a tilt and swivel head
• Laser pointer integrated to camera bar for camera targeting. o On-Off control shall be controlled from software
• Integrated lighting shall be provided.
•o On-Off control shall be controlled from software
•o Articulating arms are preferred
• Polarizing Filters for lens and lighting shall be provided
• Camera Lenses that can be used with the following Fields of View (FOV) and Working Distances (WD). One set of lenses per system o Qty 2 40mm wide FOV with ~ 400mm WD
•o Qty 2 300mm wide FOV with ~1100mm WD
•o Qty 1 700mm wide FOV with ~ 1300mm WD
• Provide calibration standards for the following FOV o 25-50mm FOV
170-300mm FOV
All other FOV shall utilize existing calibration hardware. See Addendum 1.
• Support electronic hardware such as data acquisition, camera sensor controllers shall have standard 19" rackmount provisions.
§ Data Acquisition • Minimum 8 analog input channels of "high level" ±10V at 16 bit resolution o Input data synchronized with image capture
•o Scalable to engineering units
• Minimum 4 analog output channels of "high level" ±10V at 16 bit resolution o Output data synchronized with image capture
§ Triggering • User direct manual interface to software
• Shall be capable of using analog inputs signals
•o Rising/falling edge, percent/voltage change
• Wired remote control of image capture
• Minimum 3 Synchronous TTL type Trigger inputs,
• Light gate control of image capture
• System type: Medium Speed System - Quantity 1
The contractor shall provide fully integrated DIC system consisting of a camera pair, camera interface electronics, camera mounting, targeting, lighting, capture software, image analysis software, report generation, and other hardware. The contractor shall provide the necessary computing workstation. . Fully integrated DIC systems is defined as follows. The below items provide further detailed requirements for this fully integrated system.

• Camera Minimum Resolution: 12MP
• Camera Minimum Frame rate at full resolution: 300-335Hz
• Camera Frame rate adjustability: 0-2000Hz
•o It is expected that the image resolution will be reduced above the rates 300-334Hz.
• Minimum of 1/6 image at 2000Hz
• Camera Lens mounting type: C-Mount
• Camera Lenses that cover the following Field of View (FOV) and Working Distances (WD). One pair of lenses o 1200mm wide FOV with ~1500mm WD
•o Polarizing Filters for lens shall be provided
• Integrated lighting connected to the camera bar.
•o On-Off control shall be controlled from software
•o Articulating arms are preferred
•o Polarizing Filters shall be provided
• Camera Mounting interface hardware for connection to camera bar
• Wheeled mobile heavy duty camera stand/portrait studio stand with vertical adjustment of up to 1.75 meter.
•o horizontal sliding rod
•o tilt and swivel head
• Laser pointer integrated to camera bar for camera targeting.
•o On-Off control shall be controlled from software
• Support electronic hardware such as data acquisition, camera sensor controllers shall have standard 19" rackmount provisions.
§ Other Hardware • Auxiliary high-intensity lighting
• Shall be dimmable LED type
• Minimum 10,000 lumen output
• Capable of continuous operation
• Shall have ability to adjust from broad to focused lighted areas.
• Shall have strobe capability
•o Shall have the ability to be synchronized from software
§ Data Acquisition • Minimum 8 analog input channels of "high level" ±10V at 16 bit resolution
•o Input data synchronized with image capture
•o Scalable to engineering units
• Minimum 4 analog output channels of "high level" ±10V at 16 bit resolution
•o Output data synchronized with image capture
§ Triggering • User direct manual interface to software
• Shall be capable of using analog inputs signals
•o Rising/falling edge, percent/voltage change
• Wired remote control of image capture
• Minimum 3 Synchronous TTL type Trigger inputs,

• Acquisition and Image Processing Software
The software provided shall work with each camera type specified in this specification. The software shall fully control the operation of the cameras and produce the data results. The below items provide further detailed requirements for this fully integrated system.
§ Image capture • Camera setup capability
•o Software shall provide guided tools to position, focus, and aperture set.
•o Image quality features shall be included that determine validity of setup.
• Calibration for the purpose of 3D image capture shall be integral to the provided software.
•§ Both Guided (Step-by-Step) and Manual methods shall be available for calibration purposes. Shall utilize existing government owned calibration standards.
• Control and configuration of triggering and capture speed or method.
•§ Methods include, minimum requirements § single image capture
§ constant rate
§ constant rate with ring buffer
§ user customizable variations
• Analog input signals shall be scalable and be related to the images captured.
• Software shall support the import of externally acquired images and allow image processing.
§ Image Processing • Full-field and graphical 3D representation of the measuring results with high data point density.
• Point and surface components can be manually and automatically identified
• Full-Field surface and ability to interrogate single or multiple points
•§ Data calculation capability shall be but not limited to:

• Global and Local coordinate systems can be custom created. Computed results can choose either coordinate systems.
• Full field results, both displacements and strain shall be presented in fully customizable color representations.

• Quality control: Software shall provide the user the ability determine the condition of the hardware setup and image/data quality.
• Report generation and export functions for measuring and result data

• Custom macro creation functions. Recurring command sequences easily automated.

• Customized measuring point visualization: Labels, needle plots etc.

• Delivery, Commissioning, Training, and Warranty
Delivery § 12 weeks from contract award
•§ Commissioning § A vendor representative shall configure and ensure operation of each system. Minimum of 1 day on-site for this activity
•§ Training § A vendor representative shall conduct an introduction training for the delivered systems. Application specific training shall be provided as time allows. Minimum of 1 day on-site for this activity
•§ Warranty
•§ The delivered systems shall be covered with a 1 year warranty from date of delivery.
•§ Software and hardware support shall be provided for a period of 1 year from date of delivery and include the following.
• Phone Support
• Software updates and upgrades as available
• Custom application development information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows Trilion Quality Systems provides the only device capable of satisfying all of the Government's requirements due to being the only system able to meet all technical requirements. Other vendors provided their Digital Image Correlation Camera System capabilities during the market research phase, but none could meet all of the technical requirements.
