Naval Undersea Warfare Center (NUWC) Division Keyport intends to issue a non-commercial solicitation for Differential Pressure Transducers in accordance with Drawing PESK-8494, Revision D and all associated drawings and specifications. NUWC Division Keyport intends to solicit from a single source under the authority of FAR 6.302-1. The government anticipates award of one (1) firm fixed price type contract to GE Sensing, or an authorized dealer thereof. The resultant contract is anticipated to be awarded as a firm fixed price (FFP) contract with a base quantity and four (4) option quantities. The base quantity will be for a total of 125 units. The four options will be for a total quantity of 100 units, 25 units per option. The solicitation number for this requirement issued as a request for proposal (RFP) is N00253-17-R-0004. The applicable NAICS code for this requirement is 334511 and has a size standard of 750 employees. Offers shall be FOB Destination pricing to NUWC Keyport, WA 98345-7610. The solicitation will be available for download on or around 22 February 2017. The closing date of the solicitation will be 24 March 2017 at 1000 Pacific Standard Time, unless a later date is specified in the solicitation. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The drawings and technical information referenced in this solicitation are restricted by the Arms Export Act and are ONLY available to vendors/contractors appointed data custodian that are registered with the Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/contractors that are not registered with DLIS JCP can obtain registration information at http://www.dlis.dla.mil/jcp/. Restricted drawings and technical information available through FedBizOpps as an attachment to this solicitation. Proposals may be emailed to Cynthia Carlson at cynthia.carlson@navy.mil. Offerors wishing to submit a proposal are responsible for downloading the RFP from www.fbo.gov and frequently monitoring the site for any amendments to the RFP.
All questions regarding this solicitation shall be submitted in writing no later than seven (7) days before the solicitation closing date. Questions received within seven (7) days of the solicitation closing date may not be entertained. Questions shall be submitted via e-mail to: cynthia.carlson@navy.mil. No paper copies will be accepted. Failure to respond to this RFP and associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection. This is a Request for Information (RFI) as defined in FAR 15.201(e) and as required when utilizing the authority at FAR 6.302-1. All information gathered in response to this RFI/Notice will be used solely for planning purposes. This is not a formal solicitation, but a request for interested parties to provide information. No solicitation published by this office for these products currently exists.
The Naval Undersea Warfare Center (NUWC) Division, Keyport is planning for a potential acquisition for Differential Pressure Transducers, part number PESK-8494. The Government's intent is to sole source to GE Sensing & Inspection Technologies or an authorized distributor thereof, for a firm fixed price supply contract. However, interested parties may identify their interest and capability to respond to the requirement. Responses shall include detailed information that clearly demonstrates technical capability to meet the specified requirements. The Government will consider all responses received prior to the closing date of this RFI.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code for this requirement is 334511 and has a size standard of 1,250 employees. All questions regarding this RFI should be submitted in writing, no later than November 14, 2016 2:00 pm Pacific Time. Questions should be submitted via e-mail to: nikolaj.knapowski@navy.mil.
The PESK-8494 drawing referenced in this RFI is restricted by the Arms Control Act and is ONLY available to a vendor's/contractor's appointed data custodian who is registered with the Defense Logistics Information Service (DLIS) Joint Certification Program (JCP).
