The Naval Air Warfare Center, Lakehurst, intends to procure production and delivery of a maximum of (6) model HDU-43 Duct-Type Portable diesel heaters, (P/N) 2212, NSN 4520-58-000-0441), to support MQ-4C Triton Unmanned Aircraft Systems (UAS) at the Organizational Level of Maintenance.


This will be a sole source procurement with NGH Retail, LLC, (CAGE 3FZJ9). The original equipment manufacturer and sole designer is Finnish company Polartherm OY. Polartherm OY possesses proprietary rights to the technical data and drawings of the model HDU-43 diesel/kerosene heater, but they do not sell any of their products directly within the United States. NGH Retail LLC is the only distributor of the HDU-43 Heater for the U.S. Government. NGH does the final assembly, testing and shipping of Polartherm heaters, and is able to provide technical support and spares sustainment from their facility in Valparaiso, IN. The Government does not possess the technical data and drawings that are required to identify dimensions, materials used and performance parameters, and Polartherm OY is not willing to sell proprietary data rights. This acquisition is being pursued under authority of 41 U.S.C 1901, Simplified Acquisition Procedures. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.

Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at: http://www.sam.gov/vendor.cfm.
