In accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(c)(3) this is a SOURCES SOUGHT FOR MARKET RESEARCH. This notice is a request for information to provide data for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the services contained in this Sources Sought. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with this source sought or reimburse expenses incurred to interested parties for preparing a response as a result of this posting. Any responses received will not be used as a proposal. Respondents will not be notified of the Sources Sought evaluation results, nor will questions be addressed by the Government; however, an industry or small business conferences will be scheduled to exchange information about this future acquisition.

The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is soliciting for capability statements from all interested parties to design services for Building 1 center spine (which include the library and auditorium), Building 1 wing 1 (including annex C and D and the IONS lab switchgear), and wing 2 at NIST in Boulder, Colorado. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541330, Engineering Services, and the Small Business size standard is $15.0 million. The solicitation is planned to be posted in the summer of 2017 with a FIRM-FIXED-PRICE award anticipated for the summer of 2017 (fiscal year 2017).


IAW FAR 36 the estimated price range for this project is between $25,000.00 and $100,000.00. Completion time for this project is estimated at 120 calendar days after award.


The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible Contractors. Small business, Section 8(a), HUBZone, and SDVOSB businesses are highly encouraged to participate.
This requirement is currently unfunded and this Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Government to a contract for any supply, service, or construction whatsoever. Furthermore, the National Institute of Standards and Technology is not at this time seeking proposals and will not accept unsolicited proposals. Recipients of this sources sought are advised that the U.S. Government will not pay for any information or administrative costs incurred as a result of this sources sought; all costs associated with this sources sought will be solely at the interested party's expense. No award will be made under this sources sought until funds are available and a solicitation is issued. The Government reserves the right to cancel this sources sought at any time. In the event the Government cancels this sources sought, the Government has no obligation to reimburse the recipient of this information for any costs.
Any solicitation will be issued as a Request for Proposal (RFP) which will be 100% set aside for small business firms. In Accordance with (IAW) FAR 4.1102, System for Award Management (SAM), contractor(s) shall be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
The AE shall provide drawings ONLY that provide detailed step by step instructions to test and inspect all circuit breakers for all panel boards, and switchgear per NETA MTS 2007 standards in Building 1 center spine (which include the library and auditorium), Building 1 wing 1 (including annex C and D and the IONS lab switchgear), and wing 2. The testing will consist of switchgear breakers, and panel board breakers. For switchgear breakers ONLY, in the event testing would cause undue outage times, circuit breaker swaps with a National Institute of Standards and Technology (NIST) accepted rebuilt circuit breaker is allowed. For panel boards, at the determination of NIST personnel, replacement of the entire panel board, panel board internal components (busbars/circuit breakers with the original enclosure maintained) and/or circuit breaker replacement are allowed if undue outage time is be required.


In addition, the contractor shall provide recommendations on the replacement of feeder and branch circuit wiring found to be hazardous. This will require removal of covers of panel boards on live equipment, therefore an electrician may be required.


As part of the drawings, NEC required labels identifying the distribution point name, feeder size, calculated fault current, date of calculation, feeder source, and arc flash calculations (SKM powertools format) meeting NFPA 70E 2015 requirements shall be provided for all electrical distribution equipment (including but not limited to switchgear, panel boards, bus duct breakers, and three phase disconnects) that is identified for testing or replacement and any distribution equipment downstream of such equipment. As part of the labels, all information for such label shall be on the same sheet, even if it requires duplication of information on more than one drawing. The intent of the drawings is to provide information such that the construction contractor does not need to cross reference information found on other drawing sheets.


In addition, a sequence of events that can walk a construction contractor step by step through the process, identification of off hours (weekend) work, including anticipated shutdown times is required.


A one line for each building is required as part of the drawing set and will be created from scratch. It is known panel board covers will need to be removed. In addition, updated panel schedules in regards to number and size of circuit breakers, are required.


The AE shall use infinite bus calculation from the transformer serving the building for all fault and arc flash calculations. Furthermore, arc flash calculations shall be based on the equipment specified on the drawings with a note that the contractor is responsible for any recalculation cost if equipment substitutions are made.


An example drawing is provided by NIST. The AE shall utilize the existing format. Under no circumstances shall the AE create any new layers or new symbols unless approved by NIST. The final drawing shall have the same look and feel of the sample drawing.


Any specifications shall be as notes on the drawings. Any specification for equipment shall be identified on the drawings by manufacturer and part number.
In addition to the drawings, the AE shall provide a separate cost opinion for the circuit breaker service for each building. This cost opinion shall identify all assumptions and sources for the cost estimate.


Drawings shall be prepared using AutoCAD, and files shall be compatible with AutoCAD 2015. Arc Flash calculations shall be performed using SKM powertools format as part of this project. IEEE 1584 limited energy clause is allowed.
Prior Government contract work is not required for submitting a response under this sources sought synopsis but encouraged.


It is important to note that in accordance with FAR 52.219‐14, which will be incorporated into any resultant contract, requires the Prime Contractor to perform services under the contract equivalent to 50% or more of the contract value in personnel costs throughout the life of the contract.


In accordance with FAR 36.209 Construction contracts with architect-engineer firms.
No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.


In addition to information your firm feels pertinent to provide please provide the following but limited to twenty-five (25) pages:
1. Your firm's name, address and DUNS number for reference in the System for Award Management (SAM). In addition to the points of contact information found in your firms SAM registration (website found at www.sam.gov) please provide any additional points of contact information.

2. All interested firms should submit one (1) electronic copy of a recently completed Standard Form (SF) 330, Architect‐Engineer Qualifications, PART II ONLY, to the Contracting Officer (as noted below) no later 2:00 PM., Mountain Time (MT) on June 30, 2017. When completing your SF 330 PART II be sure to include key personnel of subs and consultants. A cover letter, or otherwise identified, may be submitted that is no more than two (2) pages in length. You may submit supplementary information that illustrates your firm's ability to meet the criteria described in the sources sought. The SF 330 PART II shall not exceed a combined total of twenty-five (25) 8.5"x11" single sided pages.


3. The SF 330 PART II must be formatted using a Times New Roman 12-point (pt.) normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11-inch paper. All pages should be numbered with section and page numbers. When foldout pages are used, they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11-inch standard size and will count as 1 page. Graphs shall be presented in no smaller than a 10-pt. font and should contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.


A pre-proposal meeting / walkthrough will be scheduled and listed in the solicitation. Attendance is not mandatory, but is strongly encouraged.

The contractor shall provide all labor, equipment, and materials to produce a Design of Circuit Breaker Testing/Replacement for the Building 1 spine and wings 1 & 2 of Building 1 to comply with current standards on the National Institute of Standards and Technology (NIST) site cited within the performance work statement. The work will include, but not limit to the following:
