FedBiz Synopsis for Air 4.5.5.3 Data Fusion Branch
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.5.5.3, Data Fusion Branch, intends to negotiate and award a contract on a sole source basis with AM Pierce & Associates, 23330 Cottonwood Parkway, Suite 345, California, MD 20619-2072 for the following requirement:
As an integral part of the Naval Aviation Enterprise (NAE), the Naval Air Systems Command (NAVAIR) tasks the Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD to perform research and development work in the area of autonomy, Data Fusion (DF), Artificial Intelligence (AI), Machine Learning (ML), and Data Science (DS) and their application specific to Naval Aviation platforms. This ongoing requirement creates a need within the Data Fusion Branch (AIR-4.5.5.3) for unique expertise in advanced systems engineering, analysis, development and the integration of intelligent systems and capabilities into Naval Aircraft (manned and Unmanned), weapons, ground stations and various other military systems. The highly specialized and rapidly developing fields of autonomy, AI, DF, DS, and ML create a significant opportunity for Naval Aviation to leverage commercial and military applications to build next generation naval systems but also creates a challenge in attaining the necessary knowledge, skills and ability to assess and exploit these applications.
The Naval Air Systems Command, specifically AIR-4.5.5.3, has been directed to identify, assess, and evaluate autonomy, AI / ML and DF opportunities for use in Naval Aviation systems and propose alternatives or improvements as necessary. Additionally, due to the emergent and rapidly developing fields of autonomy, AI, DF and ML, AIR-4.5.5.3 has a requirement to develop assessment processes and metrics to enable the evaluation of the performance or proposed approaches. Advanced research and development capabilities are required for performance analysis, analysis of alternatives, and improvement opportunity identification.
The Government intends to procure under the authority of 10 U.S.C. 2304(c)(5), Authorized or Required by Statute, as implemented at FAR 6.302-5. The specific statute applicable to this procurement is 15 U.S.C. 637(m), Sole Source Awards under the WOSB Program, as implemented at FAR 19.1506. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 15:00 PM Eastern Time on 15 February 2019. The applicable NAICS code for this requirement is: 541330 - Engineering Services. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
