STATEMENT OF WORK

BOILER PLANT BLDG.-16 WEST HAVEN, CONNECTICUT

950 CAMPBELL AVE.

EMERGENCY REPLACEMENT OF OPACITY MONITORING SYSTEM



Introduction;

To replace three (3) opacity monitors, and one (1) data acquisition (recorder) system, due to recorder and opacity monitor failed.

Background;

1999,-VACTWH received a notice of violation #14241 and a fine was proposed. In lieu of execution of the fine VACTWH was to replace the failed monitors and develop an ongoing QA/QC plan to meet specifications of 40CFR60, Appendix A-B, Performance specification 1, Opacity monitors used for compliance and 40CFR60, Appendix, F, ongoing QA/QC procedures for Opacity monitors.

2015,- Yokogawa Model-3500 Hybrid recorder was taken out of service due to failed- no parts to repair it, a temp unit was put in its place (report made to the state of CT DEP about it ).

2016, - Opacity monitor failed- no parts to repair (report made to state of CT DEP about it).

Old monitors are not entire changeable, old system cannot support new updated equment.



Scope;

To remove and reinstall three (3) Opacity monitors, and one (1) data acquisition (recorder) system, three (3) blower systems for Opacity monitors, and all software and configured integration to system, provide all labor and equipment to install, test , and provide all documentation prior to, during , and after for EPA, CT DEEP , and VA standards.

To provide training, and instruction materials to VA staff.
