The notice outlines plans for the VA to solicit and negotiate a firm-fixed-price base contract plus four option years with GE Medical Systems Information Technologies, Inc. for MUSE software licensing and support services.
The Special Notice provides details of the planned sole source procurement action. The VA requires MUSE software support for eight medical centers, and GE holds proprietary rights for this software. The contract would be awarded on January 1, 2022 for various VISN 20 locations. As no other supplier can meet this specific requirement, the award is limited to the incumbent GE under FAR Part 13.106-1(b)(2). The notice satisfies requirements to publicize the sole source award and serves as the only notification; no competitive solicitation will be issued. Any responses received will only be considered to understand the marketplace for future procurements.
