Title: Notice of Intent to Sole Source - Cytobank Software License
Description(s):
The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to CytoBank Inc., 3945 Freedom Circle Suite 540, Santa Clara, CA 95054, for CytoBank Software License and cloud storage of data at NIEHS, Research Triangle Park campus. The provided supplies and services are proprietary and the services will be provided for the period of May 1, 2018 April 30, 2019.
The North American industry Classification System (NAICS) Code is 541519 and the business size standard is 150 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Thunderstone Expansion Programs International is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements.
The purpose of this Purchase Order is to obtain cloud-based platform for management, storage, and analysis of single cell flow cytometry data that users can securely access, organize, analyze, and share their results. Data needs to be stored on a central, dedicated secure service, accessible by only those with appropriate privileges by use of a web browser. The platform must contain an administrative dashboard for access control and access monitoring and include modules for SPADE, viSNE, Sunburst, and CITRUS analysis. CytoBank is the only cpm[any that offers the platform and all the flow cytometric analysis tools required in one secure package that is accessible to multiple users.
This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Christopher Fisher at Christopher.fisher@nih.gov and are due by 11:00AM ET on April 25, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
