This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), intends to negotiate on an other than full and open basis with Retrogenix to procure customized plasma sample screens. Retrogenix has developed a powerful Cell Microarray technology which is ideally suited to screening for interactions of protein ligands and antibody to human plasma membrane proteins, each of which is individually expressed in human cells. Retrogenix has built a vast set of expression vectors - the current panel consists of >5,500 full-length clones with many proteins represented by multiple variants. Retrogenix will screen 50 plasma samples against a predetermined specific subset of 100 membrane protein targets identified previously using other array technologies. This screen will attempt to validate and confirm these membrane protein binding profiles. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1922072) to Michael Barrett at michael.barrett@nih.gov, by 4:00 pm mountain standard time Thursday, August 23, 2018. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
