The USGS Sacramento Office of Acquisition and Grants, intends to negotiate a firm-fixed contract with the Center for the Study of Active Volcanism (SDAV) at the University of Hawaii Hilo on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the providing of logistical services and training for fourteen mid-level career scientists from foreign institutions that are partners with the USGS-OFDA Volcano Disaster Assistance Program (VDAP). CSAV is the only institution in the US which offers this unique course providing formal training in the monitoring of active volcanic processes and managing volcanic crises. There are no other known sources with this unique ability in the ideal location.
The applicable NAICS code is 541990 with a SBA size standard of $15,000,000.00; PSC is U005. The anticipated award date is 5 May 2017.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responses received by 10 am PDT on 24 April 2017 will be considered by the Government. All information submitted should support the offeror's capability to provide the items/services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services/supplies.
