This is a "SOURCES SOUGHT NOTICE" only.  This is not a request for formal proposals or quotes.  No formal solicitation document exists at this time.  This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal or as an obligation on the part of the Government to acquire any products or services.  Your response to this Sources Sought Notice will be treated as information only.  No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.  This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.

The United States Patent and Trademark Office (USPTO), Office of Policy and International Affairs, Office of the Chief Economist (OCE), has a requirement for economic research.  The OCE requires access to business, financial, economic, and marketing data through a self-managed service with centralized access, a high volume of cross-disciplinary data, flexibility of delivery including computing cloud access, and orientation toward academic research.  In an effort to obtain access to this information, OCE is seeking to procure a subscription to the Center for Research in Security Prices (CRSP) US Stock Database and CRSP/Compustat Merged Database or equivalent databases.

The following is a general description of those salient physical, functional, or performance characteristics of CRSP US Stock Database that an “equal” item must meet to be acceptable.


- Price and quote data for individual NYSE, NYSE MKT and NASDAQ Securities: open, close, bid/low, ask/high and trade-only.
- Holding period returns with and without dividends for individual NYSE, NYSE MKT and NASDAQ Securities.
- Excess returns, shares outstanding, trading volume, security delisting information and corporate actions for individual NYSE, NYSE MKT and NASDAQ Securities.
- All data series, from 31 December 1925 to present, for NYSE.
- All data series, from 2 December 1962 to present, for NYSE MKT.
- All data series, from 14 December 1972 to present, for NASDAQ.
- Unique and permanent issue identification numbers for NYSE, NYSE MKT and NASDAQ Securities. 
- Monthly, quarterly and annual stock data delivered via Cloud.
- Windows, Linux, and Solaris platforms supported. 


The following is a general description of those salient physical, functional, or performance characteristics of CRSP/Compustat Merged (CCM) Database that an “equal” item must meet to be acceptable.

- Contains security-level historical descriptive information and market data on more than 27,000 stocks (inactive and active companies) from the NYSE, NYSE MKT, NASDAQ, and Arca exchanges.
- Contains thousands of annual and quarterly income statements, balance sheet, cash flow, pension, supplemental, and descriptive data items for active and inactive companies.
- Reference data items include economic indicators and daily/monthly exchange rate history.
- Access of CRSP and Compustat data from a single tool in a common output format.
- Database Guide that includes data definitions, link information, access functions and cross reference information.

The intent of this Sources Sought Notice is to identify potential Small Business (SB) and Large Business (LB) concerns that are capable of providing CRSP US Stock Database and CRSP/Compustat Merged Database or equivalent database subscriptions.  The anticipated base period of this subscription is 30 September 2016 through 29 September 2017.  Additionally, two (2) subsequent 12-month subscriptions will be acquired; spanning from 30 September 2017 through 29 September 2021.

Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver CRSP US Stock Database and CRSP/Compustat Merged Database or equivalent database subscriptions.  Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business), point of contact information (e-mail address and telephone number) and products offered with detailed descriptions.

All offerors must be registered in the System for Award Management (www.sam.com), and Representations and Certifications must be completed prior to any future offer.

Any offeror capable of providing CRSP US Stock Database and CRSP/Compustat Merged Database or equivalent database subscriptions shall notify the Contracting Officer by email prior to 5 September 2016 @ 2:00 P.M. EDT.  The NAICS Code is 518210, Application Service Provider, with a size standard of $32.5M million.
