About this opportunity
This solicitation notice is seeking proposals to supply 396 crank assemblies identified by National Stock Number 1015-01-180-3510 and Part Number TDP 12321248 (19207) to the Defense Logistics Agency Land and Maritime. Offerors must be able to meet the delivery requirements of FOB destination for the crank assemblies. Proposals are due by 4:00pm on December 5, 2022 and must demonstrate the offeror's ability to meet the technical requirements defined in the export controlled technical data package. The technical data package will be made available through the Contract Opportunities site on SAM.gov and offerors must be certified under the United States/Canada Joint Certification Program to access it.
This requirement has been set aside 100% for small businesses. The place of performance will be the destination provided by the Defense Logistics Agency Land and Maritime. The solicitation allows for a basic quantity of 396 crank assemblies with an option for up to 396 additional units. The contract type will be firm-fixed price. Interested parties must also register for the reverse auction system in order to participate if one is held after proposal receipt.

AMENDMENT 0002 UPDATES A NARRATIVE AND EXTENDS THE DATE FOR RECEIPT OF OFFERS TO 05 DEC 2022 AT 4:00PM EASTERN STANDARD TIME (EST). PLEASE PROVIDE ACKNOWLEDGEMENT OF AMENDMENTS 0001 AND 0002.
NOTE: THE FIRST ARTICLE TEST REPORT CLIN IS NOT SEPARATELY PRICED (NSP).
AMENDMENT 0001 UPDATES THE TECHNICAL DATA PACKAGE AND THE CONTRACT C REQUIREMENTS FORM, AND EXTENDED THE DATE FRO RECEIPT OF OFFERS.
DLA Land Warren has the following requirement -
Item: Crank Assembly. NSN: 1015-01-180-3510. Part Number: TDP 12321248 (19207). Basic Quantity: 396 Each. Option Quantity: Up to 396 Each. FOB Point: Destination. Packaging: MIL B. Type Award: Firm-Fixed-Price.
Method of Acquisition: 100% Small Business Set-Aside procurement. Responsible small business concerns may submit an offer for consideration.
The Technical Date Package (TDP) is considered competitive and is Export Controlled (see below). See solicitation narrative entitled, “Technical Data Package Information (Contract Opportunities in sam.gov) Version” concerning access to the TDP. Please note: ONLY the Data Custodian, as identified in the United States/Canada Joint Certification Program (JCP) will be granted approval to download the Technical Data Package (TDP), once it is made available in Contract Opportunities –- No Exceptions.

REVERSE AUCTION
The solicitation will contain a provision entitled, “Reverse Auction,” which allows for the use of a reverse auction as a pricing technique. After the solicitation closes, the contracting officer will determine if a reverse auction will be held. If a reverse auction is held, contractors must be registered in the reverse auction system in order to participate in the auction. Additionally, the contractor representative participating in the auction must have taken the on-line reverse auction training prior to the auction. Registration, on-line training, and other information regarding the reverse auction can be found at https://dla.procurexinc.com. Any questions related to the reverse auction system or process can be directed to the Contract Specialist.
