Added: Jun 16, 2014 2:27 pm The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with ALAKA`I DEFENSE SYSTEMS, INC. pursuant to FAR Part 6.302-1, Only One Responsible Source.

Key components to the CPEDS-II exist. However, the Government does not possess the full technical data package for distribution and do not have/own the proprietary rights to these modular components that include: the patented eyesafe laser illumination system, hardened excimer laser system and the ruggedized virtual slit spectrograph, all of which are necessary to fulfill this requirement.

Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 336413, (Other Aircraft Parts and Auxiliary Equipment Manufacturing). All responsible sources may respond by submitting a written narrative statement of capability within 45 days of date of notice by COB (4:30 PM) July 31, 2014 to Lisa Gregory, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 45 days of this notice.

The Government reserves the right to process this procurement as an Only One Responsible Source pursuant to FAR Part 6.302-1, based on the responses received. Questions regarding this notice should be addressed to Lisa Gregory with subject 'CPEDS-II' via email at lisa.m.gregory20.civ@mail.mil by COB (4:30 PM) June 23, 2014.
