The Department of Veterans Affairs, Network Contracting Office (NCO) 10, 260 E University Ave. Cincinnati, OH 45219, intends to award a sole source purchase order contract to Life Technology Corporation, 5781 Van Allen Way, Carlsbad, CA 92008 to provide VISN10 location Indianapolis VA Medical Center, 1481 W 10th Street, Indianapolis, IN 46202-2803 COVID-19 Sequencing Reagents. Only one awardee can provide the supplies or services at the level of quality required because the supplies or services ordered are unique to Life Technology Corporation NAICS Code 334516. Analytical Laboratory Instrument Manufacturing applies to this procurement. The Life Technology Corporation Torrent Genexus sequencing instrument equipment is located at the Indianapolis VAMC. It is the only instrument that can sequence the variants for COVID-19 within our VISN and to other VAs that are assigned as their reference laboratory. This acquisition consists of procuring and delivery of patient COVID-19 sequencing reagents for Life Technology Corporation’s instrument that meet and compliment to their software integrating with the existing instrument in use at the Indianapolis VA Medical Center. The Life Technology Corporation laboratory equipment will test the sequence of variants for COVID-19 to include the following:

This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. No solicitation documents are available; however, any firm that believes it that they can meet the requirements may give written notification to the Contracting Officer within 96 hours from the date of publication of this notice. Supporting evidence must be furnished in enough detail to demonstrate compliance. Information must be sent electronically to dwight.petsche@va.gov. Any responses received will be evaluated; however, a determination by the Government as to whether to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Responses must be received within 96 hours of publication or by January 11, 2021 or whatever is sooner to be considered.
