SCOPE

  1. Develop scenarios for potential supply chain requirements to meet defined testing strategy
    1. Translate strategy into required volume of tests, by type, on a weekly and monthly basis, across the four tiers of strategy ((a) National Capabilities, (b) Deployed Forces,(c) Operations & Training, and (d) Clinical Care)
    2. Define potential scenarios of how test volume may vary, based on potential disease evolution over time, building on central COVID modeling being done by DHA
    3. Define required level of each supply type (vials, reagents, swabs, etc.) for each scenario and compare to understanding of supply chain for each
    4. Identify projected supply chain constraints across type and location
    5. Assess impact of National Testing Strategy on DoD's ability to achieve goals
  2. Support translation of the developed testing strategy into an operational deployment plan
    1. Identify potential locations for testing and operational capacity around the world in support of four tiers of strategy
    2. Provide National testing capacity models and future projections for current testing methodologies and emerging technologies.
    3. Develop operational contingency plans based on potential supply chain constraints identified above; including impacts to other required testing needed within the DoD
    4. Provide ongoing support for stakeholder management and development of draft communications materials to be reviewed and finalized by DoD COVID-19 testing leadership to support communications as needed
    5. Provide ongoing analysis of reported lab tests completed over time; make any suggested adjustments to testing operational plan as needed

DELIVERABLES

  1. Scenarios of potential testing volume required, by type and frequency, to meet defined strategy
  2. Definition of required supplies to meet scenarios of testing volume
  3. List of potential type and magnitude of supply chain constraints to meet supply need and suggest any recommended solutions and/or alternatives to the supply chain constraints
  4. Operational deployment plan to conduct needed testing volumes by location, and contingency plans as necessary
  5. Stakeholder management plan and draft communication material to be used in presentation of operational plan
  6. Ongoing analysis of reported lab tests completed over time; make any suggested adjustments to testing operational plan as needed
