About this opportunity

This pre-solicitation notice is for a firm-fixed-price contract to procure two Counterbalance Weight - Core TR Cradle units, including a first article, as well as associated test plans and reports. The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks to award this contract to support C-17 aircraft. Proposals will be evaluated based on the criteria stated in the forthcoming RFQ. The RFQ is anticipated for release on October 2, 2018, with responses due by October 17, 2018. Interested parties should direct any questions to the Contracting Specialist by September 17, 2019.

This requirement has no set-aside designation. It will be awarded on a sole-source basis to incumbent TFAB Defense Systems LLC, a small business under the 8(a) Program. The base order quantity is two counterbalance weight units for testing. The one-year option allows additional quantities ranging from two units per year. The counterbalance weights procured under this notice will utilize NAICS 332710 (Machine Shops) and PSC 2910 (Engine and Engine Parts).

This requirement is for a firm-fixed price contract with a base plus one year Option for the following:
NOUN Counterbalance Weight - Core TR Cradle;
NSN: 3040-01-473-6016BA;
Part Number 17G230287-1.
The Basic is for Qty of 2 each (includes first article), Test Plan (1 LO), and Test Report (1 LO). The one year Option is based on Qty range of 2 each. The options can be exercised in full or partially, and can be exercised simultaneously throughout the contract life. The item is used to offset the out-of-balance detection feature of the lift trailer during core thrust reverser maintenance actions. This requirement will be a sole source acquisition to TFAB Defense Systems LLC under the Small business 8a Program. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ. We anticipated release of the RFQ on or around 2 October 2018 with an estimated response date of 17 October 2018.
