This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number W913E521Q0027 is being issued as a request for quotation (RFQ). This firm fixed-price requirement is a total set-aside for small business concerns in accordance with FAR 19.502-2.
The associated North American Industry Classification System (NAICS) code is 333415 – Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment manufacturing was identified as the most representative NAICS code for this requirement. Small business size standard is 1,250 employees.
The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for procurement of seven (7) extreme low temperature process glycol pumps; the installation of two (2) of the new pumps with the option of installing an addition four (4); and ancillary installation supplies for distributing process glycol to research applications at the CRREL’s Frost Effects Research Facility (FERF) and Material Evaluation Facility (MEF).
Specifications: New pumps are necessary for the Industrial Process Cooling circulation loops which draw glycol from the FERF main glycol buffer tanks and distribute them to downstream RDT&E applications. The new pumps shall be supplied with sheet metal protective covers against rain, debris and snow, which are painted white to avoid excessive heating.
Please reference the attached RFQ for the Purchase Description (PD), quote submittal instructions, and all applicable provisions and clauses. The following factors shall be used to evaluate offers: ability to meet the required technical specifications, delivery schedule, past performance, and price. Award will be made to the responsible offeror whose offer represents the best value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.
Delivery shall be FOB Destination to ERDC-CRREL, 72 Lyme Road, Hanover, NH 03755. All installation services shall be performed at the ERDC-CRREL facilities.
Payment Terms: Net 30
