This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This solicitation, W912LP-20-Q-4540, is being issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, effective 31 Aug 2020.  This procurement is Unrestricted.  The NAICS code is 238220 and the small business size standard is $16.5 million. Basis for award is Price. The following commercial services are requested in this solicitation:

Contractor shall provide Preventative Maintenance (PM) Service on 21 Iowa Army National Guard Controlled Humidity Program (CHP) systems. PM Service for CHP systems shall include CHP air dehumidification units (ADUs), controls, sensors, and safety devices, as defined in the Performance Work Statement (PWS). Estimated Period of Performance: The Period of Performance shall be one (1) 12-month Base Period and two (2) 12-month option period. Contract line item numbers (CLINs) and quantities are as follows:

Service Contract Labor Standards (formerly Service Contract Act) applies to this acquisition. See Attachment #3 for wage determinations.

Submission Requirements: The contractor shall complete the Contractor Information and Pricing Tablle on Attachment #4.  The submission must also include documentation that any personnel performing under a contract are fully trained, licensed, certified and qualified to provide services on the brands/models of equipment listed in PWS TE #2.

Questions shall be submitted no later than 11:00 a.m. local (central) time on 21 September 2020. Questions and Answers (Q&A) will be consolidated and posted to FedBizOpps on a non-attribution basis. The final Q&A will be posted no later than 3:00 p.m. on 23 September 2020.

Proposals are due by 9:00 a.m. local (central) time on 25 September 2020. Electronic proposals are preferred, and may be submitted via email to Ms. Kelsey Letcher, kelsey.l.letcher.civ@mail.mil.
