The United States International Boundary and Water Commission intends to award on a sole source basis to Aitheras, LLC, 51 Monroe St. Ste 506, Rockville, MD, 208520 under the authority of FAR 8.405-6(a)(1)(i)(A).
The services include Continuous Diagnostics and Monitoring (CDM) services for IT Systems located in HQ El Paso, TX, Nogales International Wastewater Treatment Plant (NIWTP), AZ and South Bay International Wastewater Treatment Plant (SBIWTP), San Ysidro, CA. Aitheras currently has IT equipment and active monitoring sensors installed and engaged at all three System locations. These services and equipment run 24/7/365 and protect agency Systems from external cyber attacks, advise on real time vulnerabilities or active threats. Having these sensors/monitoring turned off would expose the agency and government systems to an unacceptable risk. Without these services, active attacks could essentially be occurring unbeknownst to the Government and without the ability to react, causing loss in sensitive, proprietary and intellectual property, data loss and would provide hackers unfettered access to plan and execute attacks on our system.
All federal agencies will be required to receive CDM services from DHS in the near future. The USIBWC is not on schedule to obtain these services from DHS until April 2018. Until that time the agency has a continuous need to keep these services intact to prevent putting our Systems and agency operations at risk. It was anticipated that the services from DHS would be available sooner. Due to the extended availability date, the USIBWC will maintain this requirement with Aitheras to ensure continuity of services.
This acquisition is being conducted under FAR 8.4-Federal Supply Schedules. The intended procurement will be classified under North America Industry Classification System (NAICS) 518210 with a small business size standard of $32.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Capability statements shall be submitted via email to Lanisa.McCollum@ibwc.gov. Statements are due by 12:00pm MDT on April 21, 2017. No phone calls accepted.
